Does anyone know what FreeDOS is? Is it just a free version of the DOS OS?

Basically, yes. It attempts to be entirely compatible with MS-DOS, but is completly rewritten as free software, meaning you are free to do just about whatever you want with it.

FreeDOS is a free emulator for the DOS operating system that allows you to play old games inside Windows(not sure if there is a Linux version)

Slightly incorrect. FreeDOS is not an emulator, it is an actual operating system. However, it's most common use is inside emulators to allow you to play old games.

Ok so if I want to reformat a laptop that currently has on it, I can do so without any problems then?

Yeah, as long as you have the install disks for whatever you want to replace it with (Windows or whatever).
