I wouldn't be surprised if someone has already made this game, but I couldn't find it.
In the game, you're a state patroller, pulling over speeders and various other traffic criminals and trying to meet your daily quota. Someone drives too fast, and you can give them a ticket. See a little wad of paper fly out someone's window? Ticket them for littering. No seat belt? Ditto. If you're playing in the city, you can pull over single-occupant cars in HOV lanes, and if you can catch a speeder who's also tossing crap out the window while not wearing a seatbelt, bonuses!
I don't imagine that such a game would be too difficult to make if someone was pretty decent at programming, but I could be wrong from ignorance. Anybody got any comments?

That doesn't sound hard at all, especially if you are happy with NES quality (or so) graphics and sounds. (Top down 2d view... or maybe a simplified out the windshield view would work... again, NES style (like Rad Racer on the NES if you've ever played that), but I think that should be possible without too much trouble. Must ponder first.
It might be hard to draw enough detail to actually be able to see someone without a seat belt on.. honestly, I'm not sure I know how real police officers can see it. Anywho, even with simple top down NES graphics, it would be reasonably easy to see someone speeding or failing to signal or littering, etc. Or my personal peeve, talking on a cell phone while driving, which is illegal here in New York, probably easier to see from a windshield like view.
A cool addition would be having people drive better if they can see you. The offenses or lack of them can be random, but less odds if your car is in sight.
Anywho, I'm rambling on, but this sounds like it would be fun to play and nothing too hard to make. My plate is full right now, but if I get some time to waste opened up, I'll give it a go. One problem with me doing it though is I don't know Flash nor do I know of an easy enough way to learn and use it to try it out, but I can easily do it as a regular desktop program.

It doesn't have to be a Flash game. I was just thinking of those websites full of free silly games like Penguin Bowling or whatever which usually have Flash games, but it could be anything. I wasn't expecting great modern graphics either, as most of those games have NES or similar level graphics themselves.
The seat belt thing was just an idea. If it's too hard to implement, no problem with me. Failing to signal would be a good one instead. And maybe if there's some sort of upgrade system from the extra money collected, you could buy cover for the police car so people are more likely to get caught.
