That's traditional only in actual State of the Union speeches, so I doubt he'll use it, but hot air aside, the state of the union IS strong in a strict sense.

It'll be an interesting speach to watch.

Can he pull this off? Even with the Iraq occupication done, our expenses are only going to go up I think.

These moves in these orders should work. While expenses go up, so do revenues; when the tax cuts of Bush's term fade away, the recession will likely be starting to wobble back upwards. Which means increasing amounts of cash into the coffers.
