You're underestimating the Ukrainians. They have airbases that use to fly Russian Bears, which means a B-52 can fly out of it. So no, not much rebuilding is needed. There goes that cost.
As for admin, did you know they're planning on making admin's off site? The wonders of digital. I got my doubts honestly but hey, it's your service taking that risk, not mine so I say go right ahead!
So it's looking like under (although I admit not by much, I figured a B-52 would have only half the crew demands you posted) a thousand from here. Meanwhile an Army Base would have to be well over a thousand to be worth anything. Seriously it would have to be an Army Group, which is several thousand. So therefore, yes 12 B-52s is not only safer and less likely to kick off WWIII but invovled sending less Americans.
