A site I was browsing through while bored at work (firedoglake.com, for the curious) floated a very off suggestion for President Obama's pick for HHS:

Dick Cheney.

Here's their reasoning:

I think Obama is setting things up to nominate Cheney as his new HHS Secretary, so as to get a full and complete investigation of the man who thus far has avoided anything approaching an inquiry into his conduct over the last eight years.

Go for it, Mr. President. This might be the only way to get Cheney indicted.
This...seemed far-fetched to be honest, but then again, it doesn't seem out of the realm of possibility, either.

This is pure speculation, and I acknowledge that - however, with that said, I must ask: what do the rest of you think?

If that post could get Cheney investigated, what is there stopping him saying "thank you Mr. President, but I must decline"?

And that's the crux of it - if Cheney says no, then no vetting process begins on him, and thus the idea collapses.
