Well, the entire thing about inviting ethnic Japanese people from other countries didn't work at all (hint: if they grew up in Brazil, their parents grew up in Brazil, they speak and read Brazilian Portuguese but not a word of Japanese, and they have first names that are common to Brazil, but they look Japanese, they're Brazilians who are ethnically Japanese and won't magically turn into regular Japanese people when they arrive at Narita) so they had to do something lest those filthy Korean people move in!
