Ah, well if you mean a successor state in that sense, it's down to the Coalition States and the guys in Virginia. All I got on the latter is the following from here: "There are also stories of a surviving shadow-government in Virginia, gone deep underground where they push the boundaries of human enhancement further than anyone's dared, to fight some war yet more terrible than the world has seen. They're called the Republicans."
It makes sense that only the CS and some remnant of the Federal Government would claim the mantle of of the old USA. Everyone else is too regional and lacks in the institutional ancestry. The main places were you'd see a USA successor state besides the Midwest are the East and West coasts, both of which got utterly wrecked, and the Mountain states got buried under a thick layer of ash from Yellowstone erupting. Pretty much just leaves the Midwest, and that's the CS.
Also, you were right about NEMA, they were a paramilitary organization. I got them confused with the North American Alliance of which the Northern Eagle Military Alliance was an arm. Apparently NEMA consolidated all federal law enforcement and national guard units in Mexico, America, and Canada. They had jurisdiction on all matters involving cross-state crimes, mass civil unrest, disaster relief, and civil defence within the NAA. The part where they're the National Guard on top of being all Federa Law Enforcement is why they have heavy military equipment. It was that particular combination of equipment and training - being a police, disaster relief, and national defence force all in one - which allowed NEMA to save civilization in North America.
