CT, if you noticed I did specify which types of people were standing around gawking...
You had those who are the types that'll stand and gawk stupidly at everything because that's the type of people they are. At that point there had been no danger to themselves. The bot hadn't attacked them, had gone out of its way to protect them and despite omnicorp markings has so far not been hostile to anything other than the bad guys. A strange event, to be sure. And hey, how many tourists can say they've got photographs up close and personal of an omnicorp slaughter bot.
The other poor saps are the poor saps. The ones who got stuck there and are trying to get out of the area but because of the crowd can't get as free of the area as they are.
But basically the situation has escalated and escalated and now people, once the feds have shown up, flashing badges telling them to leave or they're going to be hurt, are now in panic mode. After all, when the authorities tell you to haul ass, it's probably a wise thing to do. And hell, this is Ultima doing it. It's an even wiser thing to not be in the general 5 mile radius of Ultima agents when they tell you to haul ass. Usually means buildings are coming down, blocks are disappearing and deaths are imminent

This is not a riot. This is not a mob.
This is a fear-driven mass panic. They're fleeing right now because the giant mutant ninja turtle with a badge just told them to run or be hurt. And when Ultima starts showing up and talking about hurt and damages, people have a strong tendency to run the fuck away.
No, this is not an orderly run like a marathon or a race. This is a mass fleeing for their lives as they push and shove each other out of the way to get as far away as possible. So people are going to get pushed down, tripped, stumble, fall, and be crushed underneath the feet of these people. Don't worry, it's dozens, not hundreds. So there shouldn't be any deaths. Hopefully...
