How often is your guy going to teleport? How much power is he going to exert?

You're teleporting to and fro constantly, using tk for the most minor and mundane tasks and mind controlling left and right. Honestly now, there are limits to your powers and your character has pushed them and then some.

My apologizes. From now on, the only 'porting I will do is in and out of my lair, to keep people from knowing exactly where it is, and when absolutely necessary. And I will scale back on usuage of my powers.

Oh, and since I was asked, if anyone else is curious: the paperwork and all for the government contains no insideous loopholes or such. It's all your basic signing of your soul to the government, forefiture of all your constitutional rights and freedoms, and the invasive surgical removal of your dignity, balls and backbone. Really quite standard government paperwork.
