Its not a transmition. Its a psychic occurence originating under the null shield. You can't analyze the disturbance directly (null shield again) but its creating enough of a disturbance in the warp that sensitives all over the continent (and some in orbit) are feeling it.

B4, there is already an immense blockadge around the facility. Nothing will try to shoot you down and as you get really close, the sensor mast will be detectable.

They were pulled out with the retreat, before they were able to rig the transmitter and cables up. You can, of course, try again.
