Most starships are not sporting the starbase-calibre fusion reactors that power this thing. Birds of Prey, and for that matter Battlecruisers need not apply in its case. All that's stopping the actual Breen versions from affecting your ships is a technobabble modification after all.

The only thing allowing them to work at all is authorial fiat "shields won't work lol". Considering how powerful that technology is, if a bunch of Orions can hotwire it to work on an advanced Romulan warship with a Borg power core then its

1) every major power in the Alpha and Beta Quadrant is going to invest huge resources to research it, perfect it, and mount it on their capital ships

or

2) invest major resources in defeating it.

Probably both.

You're the GM. You can do what the fuck you want. I was responding to White Haven and I stand by my assertation that it is less likely that between

a) it working at all on Marcao's pimped out, Borg powered battlecruiser

and

b) Marcao would have a way of restoring power and overcoming such a well known and surely heavily studied weapon on his pimped out, nonstandard, Borg power cored battlecruiser

that

a) is the least likely option.

The Tender's shields have completely failed due to the tremendous battering they just sustained. My understanding is that S'harien's are beginning to come back online. While that will protect S'harien, the Tender is presently without shield coverage, and will remain so even after S'harien gets her shields back, as the battlecruiser cannot extend her own shields far enough to cover the entire Tender as well as herself while she is beginning to charge them from scratch. Only with her shields at full power could she (or anyone else) do this.
