So I'm in a dreamscape with gigantic dragons and armageddon is about to happen? Well shitmonkeys.
I'm tapped out on offensive spells. I can still buff up and go clericzilla on something, but I'm not sure what the rules are in here.

To further elaborate, this is a construct of the mind, so if you think you can do something, you probably can. You can't make the enemies just go poof, but you can alter them somewhat. Generally a sucessful Will saving throw as part of a move action will let you generate something on the fly or suppress a quality or attack of an enemy for a round. Also, you don't expend spells while in the dreamscape and you can use ones you don't have... sort of. If you can normally access it but don't have it prepared or the like its a will save as part of the action, if not its a move action with a will save.
Use your imagination, but I set the targets. Minimum DC is currently 16 though, so if you get under that, you just failed in what you were trying to do. Also, natural 20s give you some bonus. What it is is up to me, but generally you'll ignore the last batch of damage done to you unless you want to trigger an additional effect instead.
Natural 1s haven't come up yet, but you don't want them. Especially if you're trying something especially tricky.
Of course, your character doesn't exactly know this yet, although since you know its a dream you can try exercising your mind a bit. I will disallow things if you try and do something too big too fast. Stopping yourself from falling in a dream is okay to start with. Summoning forth a gigantic sword of fire might be acceptable, if difficult, for your character once he has the hang of things, but not right away.

I am going to excercise knowledge arcana here.
As far as I can tell, mine effecting spells and those that effect the mind might have a chance at getting through. So, knowledge arcana and spellcraft to see if that is true/If my character can put that together

If you think it is, it is. Did you have your equipment on you when you fell asleep? If so then you probably still think that you have everything to wear. If you don't initially think you have something then its a Will save to summon it forth.

He was still armed and armored, yes. No sense not being when leaving a recently-massacred town, even if you're reasonably sure that what did it is gone... which we're not.

Ugh... sorry, busy weekend and all. But yes Nitram, you grab on to Bartel and carry him away safely. Even though you're halfling sized and you just picked up an adult human in full plate armour, you're not burdened in any way.
Also, Bartel never completed his spell. His prayer to St. Cuthbert was interrupted as he fell asleep shortly after he started.

Seemingly random question. What is the state of science in this world? Scientific method, technological improvements, etc.
In game terms, if Knowledge: Science or (ha ha, yeah right!) Knowledge: Chemistry exist. And if so how far along they might be.

Scratch that call for a Will save Rogue, Nitram just did it for you with his freaking 20. Three 20s in these dream sequences so far, and the only 1 I've seen has been on my side. Freaking hell.
