Because All The Way Back seems deader than 'Duke' Cunningham's re-election campaign. I've been floating the idea of fielding an Enclave Exploratory Fleet arriving in the Milky Way(In search, of course of Earth), as a 'Uber-high tech, very low numbers' force.

Kinkos refuses to print my brochures ever since I used those nude models on one. Fuckin' nazi-commies!
Constraint wise, I'm wanting to go 'High Sci-Fi'. Not necessarily high-tech, uber stuff, but science that goes well above the stuff we call Hard Sci-Fi.
I was thinking SG-1 tech level: Shields, energy weapons, enhanced missiles/warheads, FTL for capital ships and small transports, but not for fighters or missiles. Species can be varied or lots of human/human-descended.
I'm wanting the Enclave to be the highest tech in the game, as that's they're, if you will, thing. Uber tech with very few people, as this is a colonial group, not a battlefleet from Andromeda.

I'd prefer found and either in the hands of a major player, or in the hands of multiple players; instant point of tension.

How about Earth being kinda of a "Free City," every major human power adminsters a part of it, but the rule is in the hands of a neutral figure. No warfare allowed in the Terran system, etc, etc, etc?

Makes alot of sense. A Neutral Zone for all Earth-descended species(Humans, Para/QuasiHumans, sentient machines, Uplifted species, and so on).

Anywhere from 1-2 thousand LY across, I think. A fairly large chunk of space around Earth, probably fairly well populated(If only to stop the endless landgrabs of empty terrain or 'pirate' nations.).

I'm thinking that Grand Powers should be in the inner part of known space. Made of the oldest settled worlds with the most population, industry and so on. The Grand Powers are the oldest and most powerful nations in known space, membership into the club is marked by having territory in the Terran system under your adminsteration. The most powerful control territory on Terra itself.
Lesser powers exist outside of this inner space. They do not adminster any territory in the Terran System and are not has respected has the elder powers. This can range from sublte hints to being outright treated has a pack of childern. Thoughts?

Sounds good to me Frigid, and logical. The older powers would have more...vast and substantial holdings than the lesser powers, and holding a chunk of territory in the Terran System itself should be the preceint of only the oldest and most powerful.
I'll just need a rundown of what is required in a OOB, and I'll begin my write up for a lesser power.

I'm tempted to use the 'point' system, if only because it prevents 'Nu-uh, my stuff is much better!' syndrome, while allowing lots of flexibility. It's really rather simple: Assign a point value to a ship, or station, or planetary defense system, or whatever. It can beat it's equal in points.
This is, of course, a guideline, as smart tactics can always tilt the favour..

So you guys know what I'm playing... Some details.
Enclave Expeditionary Force
Primary Objective: Verify existance of Earth in target sector, establish foothold.
Secondary Objectives:
1) Locate and examine Human and Human-Derived civilizations.
2) Secure sector against Non-Human interference.
3) Erect Transgalatic Beacon.
Aboard a trio of Cityships, sailing through the void between Galaxies, millions slumber in Stasis Sleep. They do so to reach Terra, the birthplace of their species, lost to legend long ago. Each one has gone of their own free will, sacrificing the many luxuries of the Enclave itself for a mere Cityship and it's gaiaforming technology. They go because Earth represents more than just a potential resource for the endless wars of Andromeda, but because it is Home.
Around them, warships escort. With enough firepower to drive off anything but a Machine Hegemon or Outsider fleet, they trek across the dark void, ready for what horrors await in the Milky Way. Aboard them, the 12th Legion Slumbers, and it's support Auxilia await their duty to protect the terrain seized for the Enclave and Humanity.
As the fleet nears the Galactic Disc from above, the Stasis Sleep begins to cycle towards wakefulness, as the soldiers and sailors of the Enclave prepare to arrive at home.
