This is the thread for listing rules and OOBs. The rule is not official until it is in this thread and in this post. Please refer to here whenever there are any doubts.

Rules:
Creating a nation:

You get 20 points. You may not start with a stat higher then 5.

Population

Economy

2 You have a basic idea of credit and banks. Your reserves can be mobilized for a year and a half.
3 Standard. Reserves can be mobilized for 2 years.
4 You have ultra banks and stock exchanges people dream of. 3 years reserve mobilization.
5 You have the kind of economic structure the world envies, avoid dark alleys, the other nations are waiting with knives. 5 years mobilization.

Industry

Level 1: 240 points (yearly, 80 points per cycle)
Level 2: 360 points (yearly, 120 points per cycle)
Level 3: 480 points (yearly, 160 points per cycle)
Level 4: 600 points (yearly, 200 points per cycle)
Level 5: 720 points (yearly, 240 points per cycle)

Infrastructure:

0: Your army is little faster than a walking pace because it continually has to stop and forage for food. Your airforce can barely keep a squadron in the air for lack of spare parts, and your navy is rusting in drydock because you aren't providing it any fuel. It takes a full year to mobilize your reserves.
1: Your supply and transport system is at the lowest functional level. Takes 8 months to mobilize your reserves.
2: Your supply and transport system is at the below-average functional level. Takes 6 months to mobilize your reserves.
3: Your supply and transport system is at the average functional level. Your response time is the baseline speed. Takes 4 months to mobilize your reserves.
4: Your supply and transport system is at the above-average functional level. Takes 2 months to mobilize your reserves.
5: Your supply and transport system is at the above-average functional level. Takes a month.

Standing Military (points you use to buy your starting units)

Reserves Section:

Reserves are forces made up of men who are military trained but not part of your active forces, this can be a pretty large section of your population. As such you must mobilize them. This is a very public and open action, the mobilization of reserves cannot be hidden. How fast your reserves can mobilize is determined by your infrastructure. How long you can keep them in the field before taking hits to your Eco, Infra and Industry stats is determined by your Economy. The clock does not start ticking until mobilization is complete. Once you pass your time for Reserve use, you take -10% hit to your IPs every 2 months game time. When you have lost 30% of your IPs you will drop a level in Eco and Infra. You will drop another level every 10% of IPs you lose. When both your Eco, Infra and Industry have hit 0 your society has hit a screaming halt.

Reserves can built in the game for half cost. You cannot build reserves during a time when your reserves are mobilized. During such a period all units are automatically active duty ones.

Army reserves is determined by your population. Look at your population score and refer to the chart below. You may only spend these points on ground units. You may not buy armor, motorized, elite or cav divisions. You may buy regiments of permitted troops.

Army Force Structure: There are two kinds of units you may buy for your army. Divisions and Regiments. Regiments are usually attached to Divisions but you may field them separately. Note: I don't really care if you deploy your divisions all in one piece or split them up or whatever, however you must buy an entire division or regiment. No exceptions.

Naval Units: Escorts may have one upgrade, cruisers two, battleships three, and submarines none. A positive upgrade makes the effective increase one step better, and a negative attribute makes it one step worse. No single attribute can be lowered more than twice through upgrades. Battleships can opt to have no penalties for their upgrades, but pay double cost

Escorts can lay and clear minefields. Submarines can lay minefields covertly. Neither type of ship will be effective at anything else while engaged in mining or demining.

Carrier versions of cruisers and battleships can be opted for instead, with carriers able to carry 48, and 96 fighters per ship in the squadron depending on size, respectively. Carriers have only weak AA defence and low armour. Wings are purchased separately.

In game rules:

Buying more Units: You want more troops. That's okay, so does everyone else. You will get Industrial points with which to build things every 2 weeks (4 months in game time). Every unit has a IP cost and build time. Below is a handy chart to help you keep track!

Upgrades for air and naval units add to cost but not time. Simply add the upgrade cost to the unit.

Now you may be feeling overwhelmed at the cost of the units. Good News! You do not have to pay the whole cost at once. You may pay a part of your cost each build session and even extend the build time to pay less per session. However you cannot deploy a unit until it is fully paid off.

How do I raise my Economy, Infrastructure and Industry?

To raise your industry take the IPs of the level you wish to reach and times by 1.5. You must move up one level at a time For example player B is at Industry 2, he can only move up to level 3. To do so he must spend 400x1.5= 600pts. The good news is he can take as long as he likes, but must spend pts every session until the upgrade is paid for.

To raise Economy, take the next level of economy (that is the level you wish to upgrade to) and times 100. Now here's where you benefit from colonies, take your colony score x 50 and subtract it from the above. That is the required cost. For example Player B, being ambitious with his new industry level wants to rise his economy to. He has economy 3 and wants to jump to 4. 4x100=400. He has a colony score of 2, 2x50= 100. 400-100=300. He needs to spend 300 points. Luckily he has as long as he needs to do so, as long as he keeps spending. It takes 4 month for an Eco upgrade to take effect.

To raise infrastructure is pretty much the same. See what you did in economy? Do that. However you must spend at least a year before the new level takes effect. Railroads and roads take time.

R&D:

In order to advance scientifically and technically you must invest part of your IPs into R&D. Inform the Mod what you are researching and how much you are researching. Due to the abstract nature of the game this is unrealistically divided into categories.

Ensure you inform the mod of what your goal is. He will do his level best to work with you.

What should be in your OOB:

1: National Write Scores, the point creation above must be listed.
2: How many units of what you have and general deployment area. One is not required to be specific. Something like "I have 4 divisions of infantry in Oklahoma" is good enough.
3: Forts. Forts (within reason) are free! But must be listed. Units manning (or gunning the forts) must be bought. Any attempts to create NORAD, or the Maginot Line will result in an angry mod deciding to assign a point value to it and ripping it out of your OOB. If you have doubts, ask! There is no penalty for asking!

What is not required but would be nice to have:

1: Your history.
2: How your government works.
3: Important people in your nation.
4: A credit card number with an unlimited balance for Frigid's use (he buys! You pay!).


Every session a mod will roll a six sided dice for each player. If it rolls a 6, a random event will occur in that nation. A mod will inform you what your random event is. You have 1 week from being informed to post this random event. If you do not, a mod will do it for you and you will regret it. The good news is that you have a 50% shot of this event being positive.

Ignoring a mod ruling will result in punishment. Attempting to play mods against each other will result in summery ejection from the game. Whining may result in being eaten by Grue. Consult your doctor and avoid dark places.

You must post once a week. You are not to post more then 6 times a week. Exceptions being diplomatic meetings/conferences or wars. During such events consider them in "unreal time" and yourself unrestricted from post limits. Real Life comes first but if something comes up post so and the mods will have your back. Otherwise 2 missed weeks means you're out and your nation becomes an NPC.

Government: Legislative and executive branches. Legislative is voted by the population, 4 year terms with half of the seats under vote every two years. The executive branch is made up of 3 members nominated by the legislative branch, and voted on during the bi-yearly elections. They serve 6 year terms, with one seat rotating every 2 years. Each chair has their own area of expertise (law, economy, military, foreign policy etc), but this is an informal system and much collaboration is done. Renomination of current chair holders is allowed, but not typical. A slightly cumbersom system, but helps ensure that nothing like the Reign of Terror is likely. During times of declared war, the heads of military report directly to the executive heads and legislative discussion on anything war related is superceded.

Naval forces are deployed with 2 battle groups consisting of 1 carrier cruiser group, 2 anti-air escorts, 2 cruiser groups, and 5 sub groups. There are 2 more strike groups, of 1 cruiser and 5 sub groups. One strike group is deployed to South America and the other to the African areas, both Persian Gulf and Red sea. The battle groups share north Atlantic patrol duties. 10 sub groups sporadically patrol the Atlantic along shipping lanes, generally making large loops from the docks in Brazil to France (wht refueling at German stations off Africa), with the other 10 roaming the African holdings ensuring pirating doesn't target French vessels.

Army reserves are stationed in France proper, evenly spread for the most part. Machinery is kept in depots spread across the German and Rome fronts, close to or inside major cities. Standard fortifications along the Rome/German border, comprised mainly of checkpoints and a few suply depots.

Naval reserves are stationed mostly on the western France docks, with a large number of subs (20 groups) undergoing upgrades in the southern docks in the Med.

Great Havenly King of Peace Hong David II: 3rd King of Taiping China, who has been ruling for about 5 years (Hong Tianguifu died in his sleep in 1925 at the age of 77). A Sgt who ran his village and saw that all the children received the schooling that was their God Given Right and Duty. Sun Yat would join the military and fueled by his upbring rose quickly. During the War of Demonic Japanese Aggression he took command of the Southern Armies and crushed the Japanese invasion force marching from there to the border of Veitnam. Afterwards he became part of the new political class of learned men from outside the aristocracy and lead his Christian Nationalist Party to control of the lower house. Driven to modernize the nation he has been a powerful figure in politics. His friendship with Hong David II developed during his political career (during his younger days the crown prince idolized Sun Yat)and led to his appointment as Chief Minister to the Throne, which is a separate post from his control of the House of Commons.

General of the North and Guard of the Gate of the Winds Mao Zedong: On of the sons of the Revolution, Mao is deeply devoted to Christianity and the Taiping Kingdom. The highest ranking field general in the army, he is responsible for watching the border with the Xian Rebels. It his duty to hold back the danger of these pagan bandits and some day, God Willing, led the campaign to reclaim those lands for the rightful God chosen Sovergn of the Chinese people.

Republico del Sol de Oro (The Republic of the Golden Sun)

Official Language: Spanish (though most often do speak English, as some of the "Nortes" (as the Mexicans call the expatriate Americans from the War of Confederate Aggression) don't yet speak Spanish very well)
Official Religion: Almost exclusively Catholic Christian, though other faiths do exist unmolested.

History: Mexico has had a long and often exploited history at the hands of peoples from other lands, but had begun to pull herself up and dust herself off, realizing the import of history.

Shortly after the Confederate States of America fought and won their independence from their parent United States, a terrible disagreement occurred between the Confederate States of America and Mexico, and Mexico fought back. Within six months' time, the former Confederate states had either become Mexican territory, or had fled back to their parent United States and begged for amnesty. As a result of that conflict, Mexico gained the territory of the former Confederate States of New Mexico, Texas, Oklahoma, Arkansas, Louisiana, and Mississippi.

Five years later, the Pope found a new home in Mexico from the wanderings without a home for he and his flock in Mexico, and called this land "The Blessed Land." However, some of the Catholic practices during his travels had changed, having dealt with going from powerful and moneyed men to castaways without a home. As a result the Holy Mother Church espouses somewhat different vows and values from before, back when they were based in the Vatican.

All active members of the Catholic faith must now swear oaths of poverty instead of celibacy - in fact, the current Pope has a wife and two children. They must also go on "El viaje", or The Journey every other year, wherein a priest journeys to a destination he or she has never been to before. All of this makes the Pope (and his family, since they sometimes accompany him) a familiar sight in Mexico, wearing worn but still good clothes made by his brothers and sisters, along with his trusty walking stick in his travels, and little else with him on his travels. The priests, and especially the Pope himself, now believe it is their duty to help their fellow man, whether it be lending a hand in repairs for someone's house here, or resolving and quieting a dispute there, or even delivering a child when the need arises.

In the present day, Mexico is truly beginning to manifest her potential, taking her place with assuredness in world affairs with the wisdom of many thousands of years' worth of empires and history, coupled with modern scientific shrewdness to make Mexico a startlingly beautiful and civilized place. She indeed is the Mother of many, and all her children now work together as distinct yet close peoples to bring Mexico into the forefront of history.

Dramatis Personae:

El Presidente Miguel del Fuego - Elected at the age of 28 to this lofty office by the previous El Presidente & the Council, El Presidente Miguel del Fuego has already shown cunning, uncanny insight, and great care for the people from which he was picked. Showing leadership from the beginning for his people, Mexico is now very much a player in world affairs, even showing wonders of invention and engineering from her greatest minds.

Together with those who seat at the College, El Presidente del Fuego has guided Mexico into what may very well be the beginning of her Golden Age, and all involved intend on taking advantage of the wondrous opportunities, if it would be prudent in the short- or long-term to do so. Great investment in Mexico's learning has resulted in a near-elimination of illiteracy through universities, electricity and running water for all cities and towns, and hospitals that have already been toured by several foreign doctors, who bring Mexico's example of care back to their mother countries as inspiration. "Jesus was a doctor," Mexican Catholics like to say.

Pope Jesus II (Jorge Montalban) - Born of a poor family two decades before the War of Confederate Expansion, Pope Jesus II adheres strongly to the Exile's Credo, which has been the Catholic custom followed by all Catholics since the great Exodus from the Vatican. The Credo is the same spoken of in simple terms of countless great men in the Bible who forsook earthly possessions in favor of only paying attention to the things that mattered: God's children, their healing, and their trials.

He advises the Emperor in spiritual matters when he visits the Imperial College, having known the Emperor for many years before he became Emperor. Still though, he refuses permanent residence at the Grand Council building, preferring instead to simply have an office there with which to administrate all those of his faith and clergy across the globe, and traveling to tend the people in their own towns and cities. He is a doctor and an accomplished carpenter, lending his skills in both and more in his travels across Mexico and the world.

Commandant-General Jorge de Icaza - Born a shrewd man, he ascended quickly in Mexico's military. Hefe Generale started as an infantryman, working his way up into the Navy, becoming a Captain at 22 and an Admirale at 25.

Though an avid student of British, Russian, and American naval tactics and warfare, Hefe Generale has also invested much time examining the power and potential of the relatively fragile, but amazing aircraft. The idea of fully three-dimensional warfare, similar to what submarines faced but in the skies, was one that intrigues him. He has invested much time in their potential, helping to sculpt the Mexican military's view view of aircraft for years to come.

A Short History of the Modern Hungarian State

The turning point in Hungary's history from that of a medieval kingdom to that of a modern state would be the reign of Matthias Corvinus and the securing of the beginnings of a modern state including the greatest secular library in all of Europe and a large, professional army loyal to the crown passing to a strong successor.

Matthias Corvinus, son of the famous Hunyadi Janos, would end up winning the Hungarian crown after a turbulent and bloody internal struggle. Confronted with disputes with Germany and Poland as well as internal problems and the ongoing menace of the Ottoman Empire, Corvinus had his hands full. His successes on and off the battlefield would reinforce Hungarian claims on Bosnia and Serbia while repelling Polish and German claims to his crown.

With the formation of the mercenary Black Army of Hungary and playing divide and rule among his barons, Corvinus's position was stronger than ever. Alliances with the dukes of Saxony and Bavaria helped undermine the Hapsburg position, a situation that would have serious repercussions in the future. The bulk of Corvinus's attention was directed south, against the Ottomans, where he enjoyed considerable support from his vassal and relative by marriage Vlad III, voivode of Wallachia.

Upon Vlad's assassination, Wallachia was drawn more into the Hungarian sphere was the Hunyadi's own Wallachian background and battlefield success made them very popular. Corvinus's modernizing efforts within the country and his military campaigns did result in high taxation, but it left a strong nation behind upon his death in 1490.

His son, Janos, by his wife Queen Catherine, inherited the throne. Janos would continue his father's modernizing ways and, like his father, was an admirer of the achievements of the Italian Renaissance. Janos would continue in his father's footsteps and work to reduce the power of the great magnates and centralize power under the crown while protecting personal liberty in order to use the commons as a weapon against the magnates. The dynasty would continue to enjoy good relations with the Romans, with the exception of the occasional bloody border dispute. The Bohemian holdings of the dynasty would eventually encompass all Czech and Slovak territories and Rumania would go from a vassal state to a fully integrated part of Greater Hungary.

The next two hundred years were dominated by bloody struggles and shifting alliances against the Ottoman Empire as Poland, Russian, and the New Romans alternately joined with the Hungarians against the Ottomans or fought over territories. Hungarian power waxed and waned during this period (most famously during the siege of Budapest), but always recovered. As the Ottoman Empire was eventually ground down, the Hungarian monarchs turned their attention back towards creating a powerful, progressive, modern state.

The Hungarian constitution guarantees minority rights and is generally upheld. Hussites and Roma fought in the armies in Matthias Corvinus and Vlad III respectively and policies protecting those minorities in return for military service were put into place. Later policies of universal education (in Hungarian, with classes for teaching additional languages) and universal conscripton into mixed nationality units would act to promote national unity.

Religiously, Greater Hungary has no official religion although Catholics make up the largest number of believers. There are significant Orthodox and Protestant minorities as well as Jews, Muslims, and Roma. Religious minority rights are protected. The 1800s lead to increasing secularization of the nation as well as industrial development, particularly along what is now known as the Danube Industrial Corridor.

Politically, Greater Hungary is a fairly stable multiethnic society and a Constitutional Monarchy. A Prime Minister and Cabinet chosen from the majority party of Parliament in theory act on the policies set forth by the crown, but the balance of power has begun to tilt in favor of the the elected representatives. Hungary has a constitution that has generally been followed in the modern age that grants its subjects most of the rights and privileges enjoyed by other modern nations.

Political Structure; Half the Parliamentary seats are regionally elected and the other half are elected on a proportional basis, with a threshold of five percent of the popular vote necessary for inclusion. This helps insure minority representation and nationally orientated parties. Greater Hungary has full suffrage for all males and females over age eighteen.

The backbone of the Roman Army, the Roman Heavy Legion is the primary strategic land unit of the Empire, numbering more than 35,000 combat troops, and lavishly equipped with specialized and firepower formations. Legions are self-contained armies, able to deploy combined-arms battlegroups at will to tackle any potential threat. Note that the "division" does not exist in the Roman army, and the representations above are for comparison purposes only. Roman legions subdivide at will into ten "cohorts" of roughly regimental size.

Standing Roman Heavy Infantry Legions are as follows (see below for Elite Legions):

II Legion "Triumphalis"
The Roman Second Legion was the first ever to celebrate a "Triumph" since the restitution of the Roman State, after winning the battle of Samnium in 1318. Since then, the legion has celebrated more Triumphs than any other, though this is partly a self-fulfilling prophecy, as many tradition-minded Romans consider that a Triumph without the Second is not a Triumph at all. Their symbol is the Bull.

III Legion "Fidelis"
The "Faithful Third" was recruited originally from non-Roman communities around Latium, who pledged themselves early-on to service with the newly-founded Roman state. Though the geographical composition of the legion has long-since mutated, the Third still has a reputation as the "small man's legion". Much of its strength is drawn from tiny enclaves scattered about Italy, and the legion's pension and invalid benefits programs are considerably more generous than those of other legions, subsidized in part by the active legionaries themselves themselves. Their symbol is the Lion.

IV Legion "Equestrus"
Stories of where the Fourth Legion got their name are varied. The Legion's historians claim that the title was due to the Fourth's efforts at the Battle of Lake Benicus in 1390 where the Legion stood the main charge of the Austrian Mounted Knights and repelled them, cementing the Roman reputation as the premier infantry force of Europe. Other, more dispassionate accounts claim that the Fourth Legion was originally mounted, despite the Roman dislike for Cavalry, and re-established as a standard infantry legion after the disastrous Roman debacle at Turicum. Their symbol is the Centaur.

V Legion "Alaudae"
The "Skylarks" were so-named from the distinctive crests on the helmets that the soldiers of this legion originally wore, being drawn predominantly from Occitan and Provencal peoples in northern Italy and Provence. To this day, legionnaires of the Fifth wear small crests on their helmets to distinguish themselves from all others in the Roman Army. Alaudae are reputed to be the best mountain soldiers in the Roman Empire, and the legion boasts a number of famous mountain climbers and explorers amongst their alumni. Their symbol is the Lark.

VI Legion "Asiaticus"
Once called the "Hammer of the Turcians", the Sixth was the first legion ashore at the battle of Constantinopolis, as well as the ones who stormed the breaches at Ancyra at the end of the Third Turcian War. It was the Sixth that weathered most directly the storm of the Janissarii Revolt, and more recently, the Syrian Uprising. The Sixth is one of the more conservative bodies in the Roman state, the original home of much of the right-wing element in the Senate, even to this day. For fairly obvious reasons, relations between the Roman Sixth and Tenth Legions tend to be bitter. Their symbol is the Pegasus.

VII Legion "Felix"
The "Lucky Seventh" was first established as an emergency reserve force during the grueling battles with the Mediolanum-led alliance of northern Italian cities during the unification of Italy. Befitting the urgency of the situation, the Seventh was constituted from any source of manpower that could be found, from criminals to deserters to Rome's own urban destitute. To the astonishment of all, the Seventh proved a charmed unit, providing the final push needed for victory at Lake Trasemene, and in many wars thereafter, though they have never lost their reputation for both debauchery and luck. Garrison towns established by the Seventh Legion tend to be avoided by persons of quality wherever they may be. Their symbol (and the subject of much stale humor since the legion's foundation) is the Ram.

VIII Legion "Mortis"
It is not known what the designation of the Eighth Legion once was, for Legion titles were unofficial back in the days of the Unification. What is known is that the Eighth was one of four Roman Legions led to their doom at the Battle of Turicum, slaughtered by the Franco-German host in a repetition of Teutoburg. Of those four legions, however, the Eighth alone was wiped out to a man, becoming the symbol of the catastrophe. Reconstituted ten years later for the Peloponnesian campaign, the Eighth was crushed at Megalopolis by a Turcian army that encircled it atop a nearby hill, and once more obliterated. Since that debacle, the Eighth has been rebuilt three more times, and has, by far, the highest overall casualty rate of any unit in the Roman Army. Some say that the Eighth is cursed, and should be retired permanently, but the Legionnaires of the modern Eighth embrace the grisly reputation their unit embodies. They call themselves "Dead men", march behind standards of pitch black, and seemingly embrace their fate as the tools of fate, to die at the whim of capricious fortune and the winds of war. This may be more folklore than fact, but as the men of the Eighth are fond of pointing out, those who would destroy the Eighth tend to meet the same fate shortly thereafter. Their symbol is the Death and Hourglass.

XI Legion "Gemina"
The Gemini are from everywhere, almost literally. Many legions have regional colorings, but the Eleventh Legion has long been regarded as the traditional vessel for younger sons and volunteers from non-enfranchised peoples to gain Roman Citizenship through service in her Legions. As a result, Gemina is a polyglot legion, wherein every Decade contains soldiers from all across the Empire, and even beyond it. This has not compromised Gemina's effectiveness on the battlefield, as the bitter Hispanian Wars proved, for the motivation of the rewards of citizenship, as well as the comradery of the Legion, transcends all national borders. Their symbol is the Laurel Wreath.

XII Legion "Furia Aragonae"
Drawn from the Hispanian Provinces of the Empire, particularly Aragon, the "Aragonian Fury" is well-named, for the various wars that have raged across Roman and non-Roman Spain have very much the character, to the Aragonese, of a bitter civil war. Since its formation, the Twelfth Legion has rarely ever left Iberia, a rarity for Roman Legions, though this is more due to the endemic warfare of the region than any other reason. Fighting on their home ground, the Twelfth is a justly-feared force, and the bloody brutality that has characterized the wars there has given them a fearsome reputation even among other Romans troops. Their symbol is the Rods and Axe.

XIV Legion "Rapax"
The "Predator" is an African Legion, drawn primarily from the Berber peoples of Numidia and and the Carthaginian Africans, along with Maltese and Balearic islanders. Due to the nature of the wars in Africa, the Fourteenth fights alone more often than other legions do, and the terrain and traditions of its home territory dictate a more free-wheeling, independent style of warfare than other Roman legions practice. Even after two thousand years, the label of "Punic" is still applied to the soldiers of Carthage, meaning "crafty", "tricky", or "underhanded". The Legionnaires of the Fourteenth take these as compliments. Their symbol is the Elephant.

XV Legion "Fulminata"
While the Eighth Legion has a curse, the Fifteenth is simply unlucky. Though no abject catastrophes have marred the standards of the Fifteenth Legion, the history of the Legion is surprisingly undistinguished, given the multi-century span of standing Roman Legions. Though it has fought and even won its share of battles, glory has always managed to elude the Fifteenth, whose achievements have been overshadowed by those of its fellow legions. Steadfastly, the Fifteenth Legion has done its duty, decade in and decade out, as generation after generation of legionnaires, centurions, and officers, have sought to be the ones to finally add the long-awaited luster to the banners of the Fifteenth. To date, glory has always managed to slip through their fingers, and many Romans believe that one day, some desperate Legatus will finally risk too much for the glory of his legion, and get the entire unit destroyed. Their symbol is the Lightning Bolt.

XVI Legion "Juvenis"
The Sixteenth is literally and figuratively the youngest Legion in the Roman Army, though this, as always, is a relative term. Founded by Napoleon Buonapartus Magnus Restutitor in 1802, it was originally a Roman Corps of Cadets of sorts, a training unit used to feed recruits into more established legions. In the general chaos of the Napoleonic wars however, the Sixteenth was catapulted directly into combat more than once, where despite their youth, they acquitted themselves manfully, winning seven Gold and two Grass Crowns, the highest distinctions in the Roman Army, all but one posthumously. These heroics earned the Sixteenth a permanent place in the Roman Order of Battle, one that persists to this day. The "Juvenile" Legion's Cognomen is well-earned, for the legion has a lower age restriction than the rest of the Roman Army, making it a magnet for disaffected youth who would otherwise lie about their age to join some other legion. Thus, despite the shorter history of the Sixteenth, they are the subject of many books and serial radio programs concerning the adventures of the juvenile legionaries of the Sixteenth Legion, though in reality, like all Legions, the Sixteenth has soldiers of all ages. Nevertheless, the average age of "Juvenii" is several years younger than that of the rest of the Army, and the Legion itself has been described as having an impetuous, youthful character to it, making it a favorite for Roman Hagiographers. Though unofficial Roman policy is to use the Sixteenth only in a supporting role, many a Roman dreads the day when the Sixteenth will be truly tested, lest the young soldiers be lost on some distant battlefield in a modern-day slaughter of the innocents. Their symbol is the Constellation.

While each of Rome's Legions are formidable forces by themselves, Elite Legions are the cream of the crop. The most powerful land forces available to Rome, these Legions have storied and triumphant histories, and traditions all their own. Merely to claim membership in one is an honor by itself, one which every legionnaire in the Roman army aspires to. Though numbered as a normal legion, none would ever mistake these formations as "normal" for they always get absolute priority in support of all kinds and in new or effective equipment, including armor. The competition between Rome's four legions commonly considered "Eligere" is fierce, and serves as a spur for every member of these proud formations to win further glory for Rome by whatever means they can.

I Legion "Primigenia" (Firstborn)
The "First" legion in name, number, history, and (according to them) skill, Primigenia is the oldest Legion in the Roman Army, and unquestionably one of the toughest. The oldest and noblest families in Rome have ties to the First Legion, to the point where Primagenians are said to bleed blue, rather than red. Command of the First Legion has historically been an avenue to the Consulship, as it is considered the most prestigious field post in all of the Empire. Their symbol is the She-Wolf.

IX Legion "Adiutrix" (Rescuers)
The Ninth Legion gained fame during the unification of Italy as the personal guard and shock reserve of Tribunus Maximus Cola di Rienzus, the first (new) King of Rome. Responsible for turning the tide of a dozen different battles, the Ninth has saved the day a hundred times and more for Roman arms. Even to this day, "Saved by the Ninth" is a Roman axiom meaning to be rescued by an unexpected source. Their symbol is the Capricorn.

X Legion "Turcii" (Turcian)
All legions claim to be the best in the Empire, but the famous "Turcian Tenth" hold perhaps the most solid claim to the position. Originally entirely Turcian, the Tenth is still primarily drawn from the Turcian heartlands of Anatolia. Though the youngest of the so-called "Eligere" legions, it has an unbroken battle record dating back two hundred years, through nine different wars and countless battles and engagements. Napoleon Buonapartus relied so heavily on this legion, that he called the Tenth "The Right Arm of Rome", employing them to devastating effect at the climactic battle of Aix Capellus. Mustaphus Cemal Paterturcii is a former commander of this unquestionably elite legion. Their symbol is the Crescent and Star

XIII Legion "Valeria Victrix" (Victorious)
The Thirteenth Legion has the distinction of having participated in more victorious battles than any other in the entire Roman Army, dating back to the Second Italian War and the battle of Cumae. Its name is that of the ancient Roman Twentieth Legion, the so-called "Last Legion" of Britain, at the twilight of the first Roman Empire. The Valeria Victrix is known for several different "Last Stands" such as that of the 8th Cohort at the Pass of St. Genevius during the War of the Second Coalition. Even when all else fails, the Thirteenth will hold the last line to the end, for as the Romans say, Victrix cadere, cedere non potest. "A Victrian may fall, but he cannot yield." Their symbol is the Boar.

Tafari Makonnen is the true power behind the Ethiopian Empire. Since he became heir to the throne in 1916 he has been slowly building his power base and working hard to both industrialize and centralize the Ethiopian Empire, continuing the work of Tewedros II and Menelik II. His views are very different from the current Empress, and has made efforts to lock her out of having power so she cannot get in the way of progress. Tafari is popular among the more progressive Ras as well as the common people.

Heruy Welde Sellase, Imperial Foreign Minister
Heruy has only recently become the Foreign Minister of the Empire, appointed to the position only a few months ago. Heruy was well prepared for the position however and any who underestimate the wise Foreign Minister may be in for an unpleasant surprise. Heruy is a longtime friend and supporter of Tafari Makonnen.
Seyum Mangasha, Imperial Marshal
Seyum is Imperial Blood through and through. Various marriages has tied his blood closely to the Imperial Throne, though not close enough to make him a viable heir. Seyum commands the Armies of the Empire with a dogged determination and a stubborn refusal to accept defeat. Seyum is currently directly in charge of the Army of the Right. Seyum is a friend and supporter of Tafari Makonnen.
Hailu Tekle Haymanot, Army Commander
Every Empire has it's troublemaker, and in the case of the Ethiopian Empire, that man is Hailu Tekle Haymanot. Hailu is an inspired military commander and an extremely powerful Ras within the Empire. He also stands directly opposed to Tafari's plans to centralize the government of Ethiopia. He still pays lip-service to the Regent, but the day is coming where Hailu must either capitulate or stand on his own, something that is a very real possibility as he is currently in command of the Army of the Left.
Mulugeta Yeggazu, Admiral of the Fleet
Mulugeta is an old hand at the business of war and played a part in the capture of Sri Lanka and the creation of the Navy base on the Tewodros Islands. Since those days he has become a Ras, and with that title he was granted control of the Imperial Ethiopian Navy. Mulugeta is a supporter of the Empress Zauditu.
Makonnen Endelkachew
Makonnen is a nobleman who serves the Empire by speaking with the other Ras and getting their support for some of Tafari's more controversial ideas. Makonnen is a strong supporter of Tafari.

History
The story of the Ethiopian Empire is an old story, reaching back millennia. Originally they were the Kingdom of Axum, which sat along the Red Sea and traded with their Egyptian neighbors. As time went by the kingdom grew and shrank with the fortunes of its neighbors. Eventually the kingdom migrated further south, and it was about this time that they learned of Christ, and were one of the first countries to adopt the faith in Jesus Christ our Savior. The Ethiopian Empire is a powerful Empire, founded by the likes of Queen Sheba and Solomon himself; they take their heritage very seriously.

When Islam came to power, the Ethiopian Empire was one of the few places in the world that managed to resist the advance of the Islamic Jihadists, the fighting was short though no less brutal than in other places around the world. As Islam turned away to look in other places, the Ethiopian Empire suffered from greatly reduced trading as Baghdad became the center of the world and the Roman and Egyptian influence slowly died away. Ethiopia came into its own Dark Age as a conspiracy killed off the vast majority of the Imperial household, the conspirator was herself killed later and the Zagwe Dynasty came into power. For 300 years the Zagwe dynasty ruled the Ethiopians as they spiraled further and further into chaos. Finally, in 1270 the Zagwe was overthrown by the remaining line of the Ancient Solomonic Dynasty.

It wasn’t until 1428 that Ethiopia regained contact with the European powers when they sent various diplomats into the world at large to see what had been happening while Ethiopia had faced its own internal struggles. They found a world very unlike what they had discovered. Everywhere they went in Europe, they were referred to as the Kingdom of Prester John, much to the confusion of the diplomats. Despite the confusion caused, the trip was well received across most of Europe, though many kings were looking for military support against the growing Ottoman threat.

Increased contact with Europe as well as with various growing Indian Ocean powers led to Ethiopia entering a golden age. Being an Orthodox religion they had off and on relationships with the other Catholic nations of Europe, and with the fall of Constantinople they had few religious allies in Europe. But the possibility of conversion as well as the potential of opening another front against the Ottomans kept the European powers in contact with the Ethiopians. By 1566 the Ottomans had reached Ethiopia’s doorstep and over 40 years various wars between the two powers sprung up over control of the Sudan and Aden. Increasing pressure on the European front eventually led to the Ottoman’s giving up the fight to the Ethiopians.

With the Ottoman’s out the picture, the Ethiopians looked south for lands to bring under their control and to stop the occasional tribal raids and Muslim assault that came from that direction. The war started in 1599 and by 1682 Ethiopia was at its largest size, controlling trade along the Indian Ocean from Oman all the way to Tanzania and engaging in occasional border disputes with Ottoman Egypt. By the 1700’s Ethiopia was beginning to look across the ocean at new lands to bring them wealth and let them keep up with the rapidly advancing Europeans. Then in 1755 Adyam Sagad became Emperor. His rule was plagued with problems and the powerful Ras quickly took control. For almost one hundred years the Ras managed to keep control for themselves, and under their rule Ethiopia became more isolationist and lost many of its territories until the only land left was the land from the Sudan down to Kenya.

European powers capitalized upon this weakness, among them the Spanish and the French. Formerly Ethiopian territory was quickly gobbled up by the European powers. In 1852, France ran out of formerly Ethiopian territory and ran into Ethiopia proper. Seeing the far less advanced nation, France attacked the weakened nation and in a matter of months had taken large sections of coastline. The Ethiopian forces were badly outmatched by the superior firepower of the French and were forced back repeatedly. During this time, one of the Ras, a man named Kassa Hailu, came to prominence in his resistance to the French, actually beating them back at the Battle of Adwa in 1853. That battle was enough to keep the French from going any deeper into Ethiopia for more than a year. By late 1854 the French had taken a great deal of the coast and were beginning to move inland once again, but Ethiopia had managed to gain some discreet assistance and France began to face bloodier and bloodier resistance, culminating in the French defeat at Dire Dawa. In summer of 1855, facing troubles at home and a stagnating war in Africa, France finally called for a cessation of hostilities after a crushing defeat at Gaalkacyo. By now, Kassa Hailu was the most powerful of the Ras and agreed to the cessation and the details of the peace treaty. After this bloody example of European power, Kassa Hailu took control of the government and was crowned Tewodros II.

Tewodros II worked to modernize the country as quickly as he could, rebuilding the country’s industry and armies. New relations with foreign nations were also cultivated during this time, in an effort to build allies in case another country looked to invade Ethiopia before it was ready. Much of Tewodros II’s reign remained internal, looking to rebuild Ethiopia as a great power. When he died in 1871 he was succeeded by Yohannes IV, who continued the policy of building up the state, though his focus was more on building a strong economy to carry the Empire forward. Yohannes IV opened trade with numerous countries along the Indian Ocean and helped to build a strong economic foundation. Later in Yohannes IV’s reign, he faced difficulties from the Southern portions of his Empire, a short but successful war cemented the rule of the Emperor even more.

Upon Yohannes IV’s death there was fear that there would be a destructive scramble for the throne when Sahle Maryam declared that he was Emperor. With the backing of several other powerful Ras, a link to the Solomonic dynasty, and the utter destruction of those few Ras that stood against him, he was crowned Menelik II. Menelik II took a very different route from the previous two Emperors. Feeling that Ethiopia had grown strong, Menelik struck out with the Imperial Ethiopian Navy in 1896 and claimed a set of islands in the middle of the Indian Ocean, naming them the Tewodros Islands. From there, the Navy went north to the island of Sri Lanka, where a small Hindu power held sway on the island. After months of fighting, the armies of Ethiopia were victorious and Ethiopia had become a colonial power. This major victory forced many powers to look at Ethiopia less as an independent state that had gotten lucky and more as a potential power player in the world. Upon his return to Ethiopia as a conquering hero, Menelik II worked to forge better relations with the French, as well as the Mughals and African Confederation. His changes to the government gave even more power to the central government, and his programs boosted Ethiopian productivity even further.

Menelik finally died in 1913 and control of the state was passed to his grandson, who was termed Iyasu V. Iyasu V was a weak Emperor though, and was never officially crowned. Numerous rumors of his having Islamic leanings also degraded his status among the royalty and the people until he was finally deposed and his Aunt, Zauditu I took the throne, with Tafari Makonnen as Regent in 1916. Zauditu’s conservative rulings for a time weakened the position of the Empress in favor of giving power back to the Ras. As the years have gone by though, Tafari Makonnen has taken more power away from Zauditu and has managed to take a powerful role in Ethiopia, leaving Zauditu I as little more than a figurehead. As Tafari Makonnen’s power has increased, he has faced stronger resistance from the various Ras. When he declared himself a king of Ethiopia last year, several Ras threatened revolt. Makonnen’s measured response to these threats won him great acclaim among the people. He still suffers a great amount of resistance from the Ras however, and with the Empress’ failing health, who knows when he may become Emperor, or what will happen to Ethiopia when he does.

The Imperial Ethiopian Navy is one of the premier navies in the world. Compared to other countries, the navy is young, without very many great battles to their name. When the French invaded, Ethiopia's navy was small and horribly underpowered compared to the well armed and armored ships of France and was crushed. The future Emperors of Ethiopia refused to see it happen again. Under the rule of Mulugeta Yeggazu, the Navy has become a much more disciplined and experienced fighting force.

Force Placements

The African Confederation is broken down into three overall zones. The western zone whose beating heart is Nigeria, the eastern zone whose beating heart is Tanzania and the central zone whose core is the Congo. These are the three most heavily defended areas in the Confederation. Nigeria and Tanzania are both major naval bases for the western and eastern naval forces of the confederation. Even though the Tanzania coast is significantly smaller than the western coast of the Confederation, half of the entire navy of the Confederation is currently located off the coast of Tanzania.

Sulteu Khan has ascended to the throne at the age of 20, having been groomed for the role by his family since he was a small boy. Madagascar, Mauritius and the Seychelles
'Madagascar Freehold'

By 1880, the island of Madagascar was a dead zone, barren of human life following a brutal influenza epidemic on the heels of one of the greatest, by percentage of population, genocides in modern history. With not even enough people left alive to bury the dead, when a somewhat eccentric group of European and Cascadian adventurers and idealists landed they had no opposition to their plans to transform the island into a state of their dreams. The lure of immense fortunes drew the adventurous and daring by the thousands, and the initial group proved far-thinking, securing their investment via shrewd business manuevering and the purchase of obsolete warships 'under the table' from other powers, playing the colonial powers against each other in a successful bid to keep their territory 'free'.

Years later, the islands are transformed. Massive immigration from round the world, lured by the prospect of wealth and opportunity, combined with intensive infrastructure and industrial investment have resulted in an economic powerhouse. The capital city is a thriving, modern metropolis, with 'ring' light railroads and tramways seemingly everywhere, good quality roads, and one of the finest water and sewage systems in the world. Brand new shipyards work around the clock, much of their capacity devoted to ships of commerce, but the Madagascar Free Navy is growing rapidly. With the invention of the aeroplane, the Madagascar AeroCorps was formed, immediately becoming the darling of the state with massive resources poured into perfecting this new weapon of war. Not just aeroplanes, but also zeppelins make up an important part of the Madagascar military.

The main port of Madagascar has become an extremely popular port of call, having an 'anything goes' reputation that is a sailor's delight and an officers despair. Just about any vice can be found in the port districts, and so long as nobody gets hurt or killed the authorities don't seem to care all that much. Nearly every 'citizen' of the Madagascar Freehold is armed, with stories going around that the citizenry is better armed than the relatively small army.
