No, that means that they're saturated with oil most likely. I've never heard of boots dissolving from over oiling.

Assuming that these are a brown leather than yes they get darker the more oil you put on. I would slow down to every 2-3 weeks. The more of that you put on the less the boots will breathe in the winter, causing your feet to sweat excessively.
