Okay, time to get out the fun house mirror, complete with special layer of Hero SheenTM
If bending ability isn't specifically mentioned, its up in the air.
SirNitram: Not Quite the Last Airbender. You can ask where the airbending nomad came from and if there are any more of his people, but the odds of getting an honest answer are slim to none.
Lady Tevar: This Northern Water Tribe knows more waterbending techniques than just those taught in the womens' houses.
frigidmagi: Southern Water Tribe warrior.
Hotfoot: Renegade Dai Li agent.
Marcao: Suave and decadent Bao Sing Se nobleman with more than a few tricks up his sleeve.
Darksilver: Swamp Tribe wanderer
rhoenix: naive Earth Kingdom noble, just learning there's a lot more to the world than he's been allowed to know and now trying to see everything and do everything at once.
General Havoc: former Earth Kingdom general whose failure to suffer important fools gladly and weak bureaucracy-fu leave him in need of a new job.
Stofsk: former student, a former "guest" at Lake Laogai for asking the wrong questions. (Yes, he's "unjustly railroaded by the Man guy")

Honestly, I am a little surprised that there is no Avatar RPG, the setting practically begs for it. There are long histories of conflicts in the world aside from the Fire Nation war of conquest.

Bao Sin Se is the greatest city in the Earth Kingdom and the world, thanks to Earth bending, it is a city that contains (literally) it's own nation with farms, country side and such all with in the walls. The Fire Nation who has been attempting to conquer everyone as only managed to breach the wall once in 100 years of war (this is before the series starts of course).
As a result of this Bao Sin Se sees alot of refugees and has adopted a strict and authoritarian style of rule enforced by the Dai Li, a secret police organization of Earth Benders. One of these rules is no one discusses the war openly in Bao Sin Se. There is no war with in these mighty walls. Even the Earth King (who is more of a cultural/religious figure then a political leader) is unaware of the war. Lake Laogai is the location within the city where those who can't follow the rules are taken for... ah... Adjustment. It's all very North Korean/Chinese.
