That and Starscream, prior to the whole cybertronian cival war, was one of the greater minds on Cybertron. Scary thought eh? He was a damned intelligent scientist. So in Starscream you had a capable warrior, a fast scout/strafing attacker, and a very intelligent mind. If you can tolerate his cowardice and constant acts of deception and treason this can be turned to your use.

Oddly enough in the novelizations that came out a year or so ago Starscream was a pretty capable leader when given the chance, making pacts with humans that benefited both parties. Sadly the cartoon was extremely cheesy, campy and downright illogical and hopelessly stupid at times. But it was an 80's cartoon for kids. Good had to triumph over evil. The movie made an exception with this and was the first to actually have the death of a major character. Not that it lasted but it was fun while it did.

If you're looking for a bit more realism in the actions and events the comics were the way to go and some of the uk stories kicked the us stories asses. But hey, it's what I grew up with and it holds a lot of special memories.

On the subject of Megatron's intelligence and leadership capabilities, sadly I think a lot of this did have to do with the show and less with the character itself. In the comics in a few continuities he was shown to be more capable. The movie itself proves that he's capable of leading his troops effectively in battle, wiping out most of the autobot forces on earth in a single collective strike. He's obviously completed his takeover of cybertron, he reestablished massive interstellar capabilities and rebuilt his army. So we can see evidence that given better writers who weren't after the whole "Evil always fails, good aways wins, in 30 minutes or less" type of series that he was capable while keeping with his character.

Actually I could see that. Starscream was at time more flexible than the other transformers (I honestly believe that if Starscream had been leading the Ds he would have taken them to the USSR or Iran or even China and cut some deals). Megatron had alot of personal issues, one of which being a millienia old grudge against Prime.
