Incorrect. All Garou get 3 Rage. Galliards completely refill Rage. Only Rage. You don't get Gnosis back for moon rises.

Scale goes like this:

1st Edition

Ragabash=0
Theurge=1
Philodox=2
Galliard=3
Ahroun=4

Revised edition

New Moon=1
Waning=2
Half Moon or Waxing =3
Full=4

Everyone regains all Rage under their Auspice Moon in all editions. Gnosis is never so easily recovered.
