Bio: Born and raised in the green fields of Kentucky, Jess grew up as any country girl would, learning to ride, shoot, hunt. She was the stereotypical tomboy. While most girls would play with dolls, Jess was helping her father on the family ranch. But she dreamed of more than the Ranch, more than the rolling hills and forests of the Bluegrass State. She wanted the big city life. Those hopes and dreams were shredded when the young woman began her Change at fourteen. The Garou of BoneGnawer tribe took her in, teaching her about her heritage, about what she was. Originally resentful and hating what she had become, the first few years were a struggle, learning about the tribe, her auspice. When she hit eighteen, her journey took her from Louisville, begging, borrowing, stealing what she could to travel. She finally made it to the real big city, travelling to NYC. It was great, big city life. A pricey fake ID, well worth the cost, and the city was hers to enjoy. Night clubs, drinks, men. It was the time of her life, wild, carefree, flipping the proverbial bird to being a Garou and BoneGnawer, but things went sour. A lover who discovered her true nature turned out to be not so tender. Now facing a very personally offended Hunter, Jess decided discretion was the better part of valor and fled.
Returning to Kentucky, she dragged along the bottom of the Pack for quite a few months, doing the bare minimum to get by. Finally, one of the elders, disgusted by her actions, but sensing potentional, took her under his wing, educating her, helping her hone her skills, and using his contacts, landed her a spot in the County Sheriff. Rigorous training, classes, instructors barking orders in her face, that’ll shape up anyone. Three years later, Jess proudly works for the humans and Garou communities, helping keep law and order, protecting and serving. When she’s not working a shift for the County Sheriff Office, she can be found in the wilderness, helping the Elders.
Equipment: All the normal police gear, multiple pairs of handcuffs, expandable baton, Glock department issued weapon, Berreta PX-4 Compact as her off duty, and body armor. Owns a Remington 870 shotgun with a short barrel.

In Batman comics, the Caped Crusader can throw a pair of bat-cuffs and have them lock onto a villian's wrists, bringing them down and to Justice. A BoneGnawer Philodox thought this was a pretty cool idea, and thus the BatCuffs were first created.
By activating the fetish (Gnosis roll, Diff 7) and succeeding in a Dexterity + Athletics roll (diff 8), the Garou can throw these cuffs at a target to bind their wrists. The target gets a defense roll of Dexterity + Alertness to avoid being captured. If captured, the target may engage in a grapple roll to free themselves.
Despite the name, a entangling spirit like a Vine or Snake spirit is most often bound to this fetish. A Bat spirit rarely agrees.
