Mark has had a very very bad night. And he's still kind of tripping on the LSD.

Actually, I have mentioned that with Nitram and Cat...

Re Rukia and I: Do we stay in the same time frame as we were before, i.e., it's still the same night and we're still conversing? Or has the night passed and we're waking up in the van?

Don't sweat it... it is a big van after all, and a hammock comes down from the roof. Which fits only one person, incidentally. Of course, we could fuck with everybody... -grins- But take it as you please, Anderson has nothing to do but suppress the occasional minor petty crime and take you to work in the morning...

Did the people that kidnap the Senator use technology to teleport, or did they use a fellow super like Cam did with Anderson? And for whichever one it was, what are the limitations of such?

The method of teleporting isn't really important in this instance. It was a meta power but that's really all you need to know.

Oh, and a note on meta registration and secret identities

The Radley-Gold Act mandated the establishment of databases for the credentialing of law-abiding metahumans and expanding the information stored in databases for cataloging, monitoring and tracking of criminal metas.

A special unit of the Department of Justice, the Office of Credentials, was setup to maintain both of the credentials databases. The office is answerable only to a special judicial panel appointed by the President with ultra secret security clearance. The Office of Credentials was the only federal office dealing with metas that did not get placed under the auspices of the Office of Meta Oversight in the aftermath of the Black Arion Arises incident.

The Credentials Storage database (CS) is a special database, separate from all other federal, state and local government databases that contains the retina scans, voiceprints and aliases of credentialed law-abiding metas. The server system that stores the CS database is not connected to any other system. Updates to the database are loaded from update discs that are destroyed after one use.

The Credential Criminal Background Check database (CCBC) is also separate from all other federal, state and local government databases. The CCBC was designed to allow a criminal background check to be performed on a credential applicant without revealing the applicant's identity. It was created by taking criminal fingerprint data from the FBI, FSS and Interpol, scrubbing all personal information other than the crime the owner of the fingerprints was convicted of from the file then assigning a random serial number to the new file. These new data files were then loaded onto a server system that was not connected to any other system and the CCBC database was born. Updates to the database are produced in the same manner and loaded from update discs that are destroyed after one use.

When a law-abiding meta submits an application for credentials, the request is processed by the Office of Credentials against the CCBC database. If he has no previous criminal record, the office will authorize the FSS to issue him credentials. If the law-abiding metal has a criminal record, he may petition for a special review of circumstances. Such reviews are handled on a case by case basis by the Office of Credentials in consultation with the FSS. If the criminal background check reveals that there are outstanding arrest warrants for the meta, the case is turned over to the FSS. This is stipulated in the credential application, so the meta is aware of this possibility before the processing of the application. Since the CCBC database cannot identity who the meta is, he is asked to surrender by the FSS when he checks on the results of his credential application.

The Radley-Gold Act also expanded the types of information stored on criminal metas to include the recording and cataloging of retina scans and voiceprints. The provisions of the Act mandated that this information be recorded for all incarcerated metas even prior to it being implemented as part of Project: Panopticon for which it had been designed. The FSS Information Management Branch was charged with updating and maintaining these databases. Responsibility for these databases was moved to the Office of Meta Oversight's Homeland Security Service in the aftermath of the Black Arion incident.
