I wouldn't promote Colonel-Commissar Grievous to any position where he might make the call on exterminatus.
It's not that I'm unforgiving, it's that most of the people who wrong me are unrepentant assholes.

True but the fact that of all the examples we have of safe psykers, none were outside the bounds. Which combined with the Imperium's better safe than sorry suggests that psykers not caught right away are considered tainted or otherwise not suitable for training. You have valid points, but I disagree with your conclusion. While I agree that psykers who are older, especially if found under questionable circumstances, are more likely to be killed there are additional factors that come into play. Younger psykers are handled by the Schola Psychia, those discovered in the field are most likely to be found by other Imperials.
Since the Imperium promotes anti-psyker beliefs as a way of combating chaos infestations, they are more likely to kill out of hand. Older psykers are also more likely to have been touched by chaos or slid into heretical practice. This does translate into a situation where it is better to be found young, but it doesn't mean its an automatic death sentence.
Since the psykers who get fed to the Emperor and used up maintaining the
Astronomican are evaluated and under the authority of the Schola Psychia, which means that even in those cases the psykers would be turned over to the Schola to evaluate.

A rough "prototype" character. If anything's going to be a problem, I'm happy to change it at this stage:
Like many Velociraptors, Vitellius has adopted the bolter-and-chainsword fighting style common amongst his Chapter's veterans. He has put these skills to good use since his initiation in the Inquisition's own Deathwatch, though his parent Chapter's teachings often put him at odds with many of the more conservative Marines. Vitellius's olive drab pauldron might indicate his predisposition toward the subtler aspects of warfare, eschewing the proud colors displayed so prominently by some. His gear follows suit, and while his bolter and chainsword have been repainted to meet Deathwatch standards, he continues to wear a nasty, serrated combat knife on his chestplate, still painted in its original woodland camouflage and matte-black blade.
In person, Vitellius is normally quite reserved. He is terse and blunt when forced to speak, and on the surface does not seem to care for personal interaction. Shortly after the Horus Heresy and the foundation of the Chapters from the once-myriad Legio Astartes, an expeditionary force was dispatched to the Tropos system to set up factories and medical facilities for recruiting, equipping, and maintaining one of the many newly-formed Chapters. When the Warp Storms blew up, however, the Techmarine force there quickly found themselves trapped. Steadfast in their duty, they completed the massive foundaries and installations anyway, expecting the storm to blow over.
It didn't.
Nearly ten thousand years later, the storm has finally abated. What began as a lost force of engineers is now it's own fighting force, with mileenia of battle-hardened lessons behind it. However, without the interaction with the Imperium, strange ideas have blossomed. The Chapter is virtually run by the Techmarines, who take the place normally associated with the officer-corps of a Marine force, and Apothecaries serve where Psykkers would normally. Should the Duskguard hold any Psyk power, it is almost definately unconsciously channeled into their skill with technology.
The force is decidedly unusual, from their reverence of all the Primarchs that did not fall to Chaos, to their lack of 'Appropriate Reverence' to technology, to a tradition of viewing their transformation to Astartes as a sacrifice to save their friends and family, by surrendering their own humanity. Many hardliners are outraged by their traditions and actions since rediscovery, but thus far the Chapter's Master-Engineers have soothed over relations.
Character Prototype:
Brother-Captain Malkamar is a Techmarine with quite a few kills under his belt, primarily Xeno instead of Heretic. This makes him ill-suited for an Inquisitorial assignment under most view, but then again, he's not assigned by choice. Following an 'incident' where he utilized unsanctioned Xenotech stolen from the T'au on the battlefield, the Duskguard were once again threatened with extermination for their borderline-heretical actions. In an effort to soothe relations, the Brother-Captain has been declared exile. He has been sent to earn his redemption in service to Inquisitors. Should he die, his debt will be paid with his life. Should he survive, surely the Emperor and the Primarchs have declared him worthy.
He's very much a D&D Paladin type; viewing others as needing a firm but not unkind hand from him. He's decidedly liberal by 40k standards, but in his few instances of combating Chaos, he has proven to be a Shoot In The Head, Ask No Questions At All type of guy.
Combat style is likely to be something exotic. Still thinking what could be gotten away with by creativity.

Inquisitor Rulebook PDG
This is a link to the rulebook for the Inquisitor game. It should help if you are looking for exotic or xenos weapons for your character. While our fearless Necron Leader has the final call, both characters look pretty good to me.

Say, as an idea for Gaius and anyone else planning to create a Deathwatch character, you could always integrate him into the existing Deathwatch teams (Me, Prius).

As Malk's technically a Suicide-By-Chaos and not a Deathwatch, I'll not throw myself straight into one of the Squads. Someone has to be the voice of reason.. Or, failing that, grab one Marine in each servo-arm and smash them together until they hug and make up.
