They mention this is done for surveillance, likely in cities. If Iraq is anything like the rest of the undeveloped Middle East they probably have open sewers and burn their garbage. I have an aunt (well, sort of an aunt - she's not legally recognized as my aunt by the state of Georgia because they're assholes who won't recognize a lesbian marriage) who lived in Turkey for a few years. She said that once her nose got acclimatized could smell an American coming a distance away because Americans smell like rancid bacon grease. This possibly extends to other Westerners who eat pork products. Maybe they're just disguising the scent.
Also maybe my aunt was exaggerating. I haven't actually been able to check this.

The VC used to be able to smell American units coming by the smell of the insect repellent they used, the VC not using any. Most of Shitte Iraq does have open sewers now that you mention it. Baghdad and other parts of Sunni Iraq does not. Can't speak for Kurdish Iraq.
