The question of a lower limit for me is simple, there is no lower limit. Every citizen is equally valued as the next and the troops will be sent in for one or fifty.
The question of whether to undertake the operation if it's the US doing the slaving is a difficult one. Obviously the United States can crush Canada quite handily with it's military no question although if Canada prepares we could concievably put up a hell of a fight and defend Edmonton, Winnipeg, Ottawa and Montreal effectively for several days. I'd have to say that we'd go one of two ways, either suspend cross border trade until the slaves are released as Canada is the biggest destination for US goods and vice versa or send in the JTF and be prepared to defend Canada's cities in case the US comes back at us and then be prepared to wage an extended insurgent campaign after conquest.
My preference would be to suspend trade.

In all honesty Kendall if the US government knew Canadians were being held in slavery in US turf (in gross violation of Constitutional amendments no less) and refused to do anything about it, I think your best bet would be to go public and let the screaming in the US take care of it. I can't imagine the Opposition Party or the Black Cacus just sitting back over it.

That's one of the nice things about democracies. You can embarrass them into doing the right thing.

A point I had not thought of and a good tactic as well.
