Whose the idiot that decided against not installing thermal cameras or NV cameras so they'd work at night? Or is Caracas buying there crime fighting equipment on the installment plan?

Considering how much money and free oil Chavez is tossing around to be the big man in South America, it wouldn't surprise me.
