No. Because previously you might have been ignorant. Now you defintely know better.

In the end though, Cyn, it's still his character and ultimately the GM's decision as to whether or not he can play that character. Chances are without the social skills neccessary to survive, the character will be given final death, rather than let it continually risk the Masquerade by being stupid. Let's face it, not every Kindred is Einstein. I don't disagree with you that the character is practically unplayable as it is and runs the risk of being a serious detriment in a party situation.

However, again, it's the GM's and player's choice.

Look, if you guys hate it that much, then someone needs to sit down with me and help me make a new one.
Those who do evil to others...the killers, rapists, psychos, sadists...you'll come to know me well. Frank Castle is dead. Call me....The Punisher.

The world will look up and shout Save Us and I'll whisper..No.

You need to be able to answer the following questions.

Who was I as a mortal
? Even vampires who do complete 180 degree turns from their mortal lives lived as mortals and were chosen to be Embraced for reason or another.

Why was I Embraced?
Related to above, but it needs a reason. Remember that the Camarilla uses ghouls to do a lot of its scut/muscle work and ghouls are rarely Embraced. Embracing is a big deal in the Camarilla, requiring the permission of the local prince.

Who Embraced You? Related to the above, naturally. Some Clans are more impulsive than others and of course Clan stereotypes aren't always true but someone chose to curse you with immortality for some reason and they're the person who also teaches you how to live as one of the undead.

How do you live?
How do you hunt? Where do you live (your have)? How do you get money? How do you fit into vampire society?

None of these prevent you from making a badass, but real people have other skills and abilities besides shooting guns really well or combat driving. So make a person and then make him undead. Give him abilities that are appropriate.
It's not that I'm unforgiving, it's that most of the people who wrong me are unrepentant assholes.

Additionally to what CynCat said above, look at the Abilities you picked for him. Write out a short explanation of how your character came to get each skill, whether during his sunlit life or his bloodtouched life. Usually for me, this helps the characters come alive very well.
