They don't strike me as very Eldar-like - certainly not Craftworld Eldar. Different tech, different titles, entirely different style of warfare, and the Eldar are hardly ignorant about Imperial military forces.

Sort of. Essentially Damien Pryce has a huge support staff which includes several psyker and interrogator/psykers.
