The problem with Valeris is she literally came out of nowhere, while Saavick was an established character.
Making Saavick the traitor would have been devastating in a way that Valeris simply wasn't, because we know who Saavick is and what she's done before, and we may even like her - which is why the betrayal would hit harder.
