Two things:

1) Nice work frigid. Could you include your guestimates of where the characters fit in on the scale? I'm going to shamelessly steal it for my fic, by the way. Advance giving of credit here.

2) Charon, my character is a super strong, well trained, and experienced hand to hand fighter with good reflexes. Could you ammend "the easily slipped out of his grasp" part to something a little less one sided. If Legacies is calmer, Blackheart will certainly let him go.

Let me track down everyone's "character sheet." As it stands I'm pretty sure no one is above Operational or Sigficent. Even then it would be a low level Operational/Sigificent.

Gravitas could probably credibly be called Operational/Signifigant, but then again, that's why I always have some local goons trailing him to Karaoke bars. ;)

Gravy is likely on the upper edge of Operational and may be sevre now that I think about it. Argent, Saibot and Blackheart are all Operational with the rest of us in Tactical, at least until Blast is all grown up.

Carnage is wrongly placed under the CIA chart. While he was stronger than Venom, I don't think he has enough power to warrent national level. The only time he ever warrented national attention to the best of my knowledge was during "Maximum Carnage" and the only reason he wasn't easily taken down by Venom and Spidey was because he had so many other villains working with him.

As for the PCs, I'd say none of them reach strategic level of the DoD but Gravitas certainly comes close. Argent, Saibot, Blackheart and Legacies I'd place in operational (Hey, if Spiderman gets operational I don't see why Legacies shouldn't.)

As for the CIA. Gravitas once again tops out the list at high end severe, and when he gets serious I'd place him in low end cataphoric. Argent and Saibot could get to low end severe, but for now I'd say high-end significant for the both of them. Legacies and Blackheart also fit into high-end significant, for both of them though this has to include experience, fighting dirty, and refusal to admit defeat. I'd say Blast right now fits into low end significant though he'll definately easily get into Severe.

Honestly? Spiderman defeats Venom and Carnage. Therefore I rightly or wrongly place him higher on the food chain. I think you got a point however.

Spiderman doesn't try to use his obscenely powerful science brain for all the destructive shit he could if he wanted to. While he isn't Reed Richards or Tony Stark, he is a guy who understands, builds, and repairs advanced technology.

Since I mised this discussion earlier, here's my thoughts on Argent's placement.

Argent's abilities to teleport herself and others, as well as control shadows at a distance certainly put her into one or both of these categories.
CIA

Mild- Local threat, countered at local level with difficulty.

Significent- requires access to state government level rescoures to contain and defeat.
Actually, on the CIA's radar, Argent would have been Mild up to this point. She was a cat-burgler, not something that was a high priority. At most she'd have been Significent, due to the fact her crime spree covered multiple states and needed Federal coordination to connect the same gang to the robberies.

Now, her abilities are growing as she is finally using them more, in different ways. Her versatility is her greatest talent, but her empathic talent is both blessing and curse: should she ever learn to truly control it 'crowd control' would have a far scarier definition.

Stuff has been actually happening, like kidnappings and impressments, so its not too bad. Its when the game doesn't move that you need stuff to be pushed forward.
