So, Obama has decreed 'That's enough, bitches. No more tax cuts. And NO, I am NOT negotiating down tax relief for the lower 95% of the population.' to the GOP. Apparently publically announcing you're going to kill his bill before he comes down just to meet with you? Not a wise move with this guy.
So what's the current stimulus look like?
First off, tax cuts. There's been some consternation here. The Ways And Means Committee has the full list with costs here, but the simple version is this: Three of the provisions are big and the rest, not so much. 'Bonus Depreciation' is extended, letting businesses depreciate capital costs faster than normal, will cost 5B. 'Carryback' extends deducting net losses five years back, instead of two, will cost 15B.
The third is a repeal of an apparently illegal move by the Treasury, which benefitted those purchasing companies. This will raise around 7B.
There's a few other business proposals: Incentives to hire Vets/homeless youths(200M), and a small business promotion plan(41M).
So we're looking at around 13B down the drain into the pit of the Republicans favorite special interests.
The Senate committees might add more in their version; estimates will push it up to 25B if all are enacted. Discrepencies will be resolved by the majority leaders afterwards.
A high-end of 25B out of 816B is 3% devoted to conservative tax cut philosophiees. A low-end would be 1.5%.
It won't sway the big name GOPers, who are hell bent on destroying this. It will, however, help get conservative Dems in, and tempt the few, highly abused GOP moderates.
So, we say, what's the spending on? Fear not, LibArcians! Nitram is here to educate and pontificate!
'Green' investment: 54B.
Infrastructure: 140B.
Healthcare has been cut back on SLIGHTLY. This is because of the State Children's Health Insurance Program extension bill recently passed, which is a very nice peice of legislation, IMHO. 20B.
Education: 141B.
Unemployed Assistance: 100B.
R&D: 16B.
State Aid: 110B.
Food Stamps: 20B.
Poverty Reduction(Earned Income Tax Credit, Child Tax Credit, contingency funding for the needy, one time additional to SSI, 2 years Fed child support enforcement): 30B.
Middle Class Tax Cut: 145B.
Here's the back of the envelope calculations on payin-vs-payout from the study I posted here a while back..
Middle Class Tax Cut: 145B -> 182B
Accelerated Depreciation: 5B -> 1.35B
Unemployed Assistance: 100B -> 164B
Food Stamps: 20B -> 34B
State Aid: 110B -> 149B
Infrastructure: 140B -> 222B.
The second numbers are the effective dollars into the GDP, the first the amount paid by the government. I do not have accurate multipliers for the remaining sections, but I hope this is helpful.
If you believe the Stimulus, as it stands, is worth it, crawl up your Rep and Senators asses. With pickaxes.
Remarkably clean Stimulus.
